DFID sponsored Provincial Health & Nutrition Program (PHNP)

DFID sponsored Provincial Health and Nutrition Program (PHNP) was developed in March 2013 to support delivery of an “Essential Package of Health Services (EPHS)” by the Government of Punjab amounting £90 Million, however, it has been reduced upto £80 million due to delayed start-up of the program.
Through amendment No. 02 of MoU, PHNP has been extended for further 21 months with no-cost extension of financial aid up to December 31, 2018 from its current end date of March 31, 2017. The said amendment was approved and communicated by EAD on November 17, 2016.
DFID grant for PHNP in health sector is to improve health and quality of life for women, children and the poor while contributing towards following MDGs:
MDG 1: Eradicate extreme poverty and hunger
MDG 4: Reduce child mortality
MDG 5: Improve maternal health by increasing nutrition, family planning, maternal, new-born and child health services and usage.
This is a Non-Budgetary grant which has to be spent on Reproductive, Maternal, Newborn, Child Health & Nutrition Program and Essential Package of Health Services. Payment of financial aid is linked to the achievement of disbursement linked indicators (DLIs).

Disbursement Linked Indicators for 5th Year
Thirteen DLIs of GBP 18.640 Million for the fifth year (2017-18) have been approved by Secretary, Primary &Secondary Healthcare Department. Assessment of 4 full and 4 half DLIs (£ 9.087 Million) is due in October 2017 whereas remaining DLIs (5 full and 4 half) amounting to £ 9.553 Million are due for assessment in February 2018.
Achievements of PHNP Program
- Approval of Health Sector Strategy & Multi-Sectoral Nutrition Strategy
- Release of GBP £ 57.2 Million by DFID on achievement of Disbursement Linked Indicators (DLIs).
- Integration of three main programs (Maternal Newborn and Child Health, Lady Health Workers, Nutrition) under one umbrella (IRMNCH).
- Development and Notification of Essential Package of Health Services (EPHS) for Primary and Secondary Health Care.
- Establishment of Financial Management and Procurement Cells in Health Department for enhancing capacity of Health Department regarding financial and procurement related matters.
- Strengthening of 700 BHUs for provision of 24/7 Basic Emergency Obstetric and Newborn Care Services all over Punjab.
- Establishment of 804 Outpatient Therapeutic Program (OTP) and 23 Stabilization Centers (SC) to address malnutrition issues.
- Strengthening of Monitoring and Evaluation Mechanism.
- 172 MEAs for Primary Health Care and
- 22 MEAs for Secondary Health Care Level
- They have been given tablets and motor bikes to visit health facilities
