History

Punjab Health Sector Reforms Program (PHSRP) was started in 2006 as a Project Management Unit of Health Department. It had multifaceted functions including but not limited to monitoring and improvement of both primary and secondary healthcare facilities. It had been working as focal office not only for implementation of MDGs sponsored by Asian Development Bank (ADB) but also remained involved in launching and coordinating other priority initiatives like Maternal Newborn and Child Health Program (MNCH), Chief Minister’s Initiative for Attainment and Realization of MDGs (CHARM), integration of MNCH, LHW and Nutrition Program under IRMNCH & Nutrition Program. PHSRP focus was Provision of Missing facilities in Primary and Secondary level health facilities Infrastructure (civil works at RHCs and BHUs)

Equipment Revision and Strengthening of HR (revision of staff yardsticks) Improving monitoring & evaluation (development and introduction of IT based HMIS in the form of DHIS system) Launching of School Health & Nutrition Program (SHNS) Mapping of health facilities Creation of additional posts to improve service delivery standards 1 post of SHNS at each BHU 1 post of computer operator for each RHC and BHU 6 posts of Charge Nurse at each RHC

Revamping of PHSRP into PSPU

In order to finance the different initiatives of the Government of the Punjab government had handholding with different development partners/donor agencies. One of the development partner was Asian Development Bank who was sponsoring different health reforms and provided 100 Million Dollars. PSPU was established as a single policy making platform in health in accordance with the donor requirements for managing the policy level issues related to health, generating evidence based research for policy making alongwith donor coordination

The PSPU envisioned playing the role of PMU in system strengthening financed by World Bank, DFID and other donor and development partners. Besides, PSPU has assumed the role of think tank & coordinator for Health Department in formulation of health strategic plan and policy. In addition to all above activities, PSPU is also working as focal office for coordination and interaction with both National and International partners like DFID, World Bank, Asian Development Bank, UNICEF, WHO etc. PSPU has the role of conducting consultative sessions of various stakeholders on important health issues and developing policy briefs / recommendations for the government and implementing bodies for future action for instance development of the Punjab Health Sector Strategy, Multi Sectoral Nutrition Strategy, Essential Package for Health Service for Primary and Secondary Healthcare Level.

PSPU is also been providing its technical inputs in MNCH, Nutrition, Family Planning, Health Facilities Assessment and Lady health Workers Evaluation. It has also been involved in development of Annual Health Report for the Health Department PSPU is instrumental in formation of DLIs in consultation with all stakeholders, release of funds from donors on achievement of DLIs, formation of proper Business Plan for disbursement of this money to various programs and timely utilization of these funds is also the mandate of PSPU

Objectives

PSPU has been specially designed to act as a Project Management Unit after 18th amendment for the implementation of World Bank and DFID programs. Main objective of PSPU is to strengthen the governance and stewardship function of Primary & Secondary Health Department and enhance the effectiveness and impact of Punjab Health Care Delivery System coordinating all the sectoral and multi-sectoral stakeholders.

Functions

Some main functions of PSPU are:

The complete management, recruitment, training and data collection by more than 200 MEAs is being done by PSPU and this data by the MEAs is being presented to the Chief Minister during stock take meeting after every 2 months.

Coordination with PWD and P&D
To provide coordination and technical support for the development and implementation of comprehensive FP action plan and FP communication program, for MSNS and role in Punjab Growth strategy.


Support to Specialized Healthcare and Medical Education Department (Tertiary Healthcare System)
Mostly the donor support is focused on Primary and Secondary Healthcare Department whereas PSPU is instrumental in providing technical support to Specialized Healthcare & Medical Education Department in the development of strategic guidelines on various components for reforms in tertiary healthcare system.


Institutionalization of systems research and evidence derivation, knowledge management and presentation
To identify and mobilize quality technical resources to develop and guide policies and strategic planning.
To promote, support and facilitate the institutionalization of Systems Research in the Health Care Delivery System of Punjab Province.
To promote and establish a culture for participatory and evidence based policies’ development and decision-making in the health care delivery system.
To specifically analyze health financing issues and work closely with the Financial Management Cell for advising the HD on annual development planning and budgeting with a strategic vision through FMC.


Implementation of Multi-Sectoral Nutrition Strategy

To monitor and coordinate all stakeholders’ inputs in the implementation of Provincial Multi-sector Nutrition Strategy and other such health associated programs and plans like Punjab.
